Description

The Westchester County District Attorney’s Office seeks an experienced criminal prosecutor to serve as the Deputy Bureau Chief of the Violent Criminal Enterprise Bureau with at least five years of relevant experience investigating and prosecuting felony narcotics trafficking and associated violence. The Deputy Bureau Chief will work closely with Westchester’s almost fifty law enforcement agencies in the investigation and prosecution of matters that include narcotics cases. Applicants should have extensive experience prosecuting felony cases involving narcotics, including, but not limited to heroin, fentanyl, cocaine, and addictive pills, and related crimes such as weapons sales and possession. Applicants must have experience conducting investigations implementing electronic surveillance methods into diverse criminal activity. Applicants should possess extensive supervisory, writing experience, excellent presentation and organizational skills, and the ability to maintain the confidentiality of sensitive information. In addition to handling these investigations and cases, the position also requires community outreach to impacted groups and educating members of the public and law enforcement on narcotics prosecution.

RESPONSIBILITIES:

  • Assist the Bureau Chief in overseeing the daily operations of the bureau, including case assignments, legal strategy, and prosecutorial decision-making.
  • Supervise and mentor ADAs, providing guidance on case preparation, court appearances, legal writing, and trial advocacy.
  • Oversee grand jury presentations and trials.
  • Supervise and conduct investigations into high-level narcotics trafficking organizations including sophisticated eavesdropping investigations, working collaboratively with Westchester’s law enforcement agencies, national and international law enforcement partners.
  • Work with local law enforcement agencies, Drug Enforcement Administration (DEA), Drug Enforcement Task Force (DETF), Federal Bureau of Investigation (FBI) and other law enforcement agencies and communities to investigate and effectively address persistent felony drug activity and associated violence.
  • Manage a caseload of multi-disciplinary felony matters while adhering to strict statutory deadlines;
  • Conduct proffers and witness interviews, review and edit motions and search warrants.
  • Proactive investigation of pre-arrest criminal matters in addition to post-arrest analysis, research, and review of charged cases;
  • Draft a variety of applications for court authorization that include, inter alia, retrospective and prospective tracking orders, pen registers, and a variety of search warrants ranging from physical locations to electronic devices and social media platforms;
  • Participate in on-call/after-hours duty;
  • Exercise good judgment and strong ethics.


QUALIFICATIONS:

An interested applicant must possess a J.D. degree, be an active member of the New York State bar in good standing and have at least 5 years of relevant experience as a prosecutor. Applicants should also have:

  • Supervisory skills.
  • Substantial grand jury and felony trial experience relating to narcotics
  • Demonstrate excellent judgment, courtroom, and legal skills.
  • Extensive experience handling long-term investigations, including the use of cooperators and confidential informants, eavesdropping and search warrants, and undercover operations.
  • Strong interpersonal, organizational, and writing skills required.
  • Commitment to mentoring and providing legal advice to junior assistants in the Office.
  • Experience in narcotics investigations.
